Novo-Ogaryovo - President Vladimir Putin said Russia needs to accomplish a breakthrough in upgrading the defense-ministry complex, like the Soviet Union did in the 19390s.
"We must act quickly to modernize production assets and to upgrade the defense industry enterprises," Putin told the Russian Security Council on Friday.
"We must overtake arrears, formed over the past several decades and accomplish several cycles of modernization," he said.
"We need to accomplish as powerful a leap in modernizing the defense industries as the Soviet union did in the 1930s," Putin said.
