Moscow - The operation to detain Russian opposition activist Leonid Razvozzhayev in Kyiv and to move him to Russia had been agreed at all levels, said Moscow Public Supervisory Commission Chairman Valery Borshchyov.

“The operation had been planned and agreed with the Ukrainian side, and it was directed from Moscow, of course,” Borshchyov said at a press conference at Interfax on Wednesday.

The Investigative Committee has information about who brought Razvozzhayev to Moscow, he said. “They know who these people are,” Borshchyov said.

Members of the Public Supervisory Commission visited the opposition activist at a detention facility and talked with him on Tuesday.

Borshchyov provided details about Razvozzhayev’s transportation from Ukraine to Moscow.

“He was shoved into a minibus with his feet tied with Scotch tape and a chain, and with his hands locked in handcuffs. The handcuffs and the chain on his feet were connected with another chain. You can see such fetters in films,” the right campaigner said.

“It is torture. Razvozzhayev said professionals had done the job. They did not put the handcuffs on his bare wrists to prevent leaving traces on his skin,” Borshchev said, citing Razvozzhayev.
