Moscow - Russian government bodies and Gazprom believe that it would not make sense to recapitalize the Russian gas giant any earlier than 2015.

“The issue has been worked out by the Economic Development Ministry.
The federal executive bodies and Gazprom itself do not believe
recapitalization before 2015 makes sense,” an Economic Development
Ministry spokesman told Interfax.

The proposal to recapitalize Gazprom for the construction of
infrastructure in the east was first made at a session of the
presidential commission on the fuel and energy complex, the executive
secretary of which is Rosneft head Igor Sechin. Economic Development
Minister Alexei Ulyukayev later put forward the idea of
recapitalization. He said the funds might not be directed into the
charter capital of Gazprom, but towards a special project company. The
idea of raising government resources for the construction of an eastern
pipeline belongs to Rosneft, so that it takes full control over the
future mainline away from Gazprom and provides a place for Rosneft’s
gas. But Gazprom, which concluded a 30-year contract on the delivery of
natural gas to China, announced that it expects that only its own gas will
fill the export pipe.
