WASHINGTON - The United States voiced "serious concerns" about Russia's parliamentary elections on Monday and called for a full investigation of what it said were credible reports of fraud. "We have serious concerns about the conduct of those ... elections," White House spokesman Jay Carney said at a news briefing.

Several thousand people protested in Moscow against the election, which has been condemned by European monitors.

Prime Minister Vladimir Putin's party lost some of its dominance in the 450-seat Duma, where it was set to see its majority decline to 238 seats from 315 in the parliament, according to early forecasts.

Secretary of State Hillary Clinton, who has sought to consolidate improvements in sometimes strained U.S. ties with Moscow after a "reset" early in the Obama administration, said the United States was concerned by reports of stuffed ballot boxes, manipulated voter lists and other "troubling practices."

"Russian voters deserve a full investigation of all credible reports of electoral fraud and manipulation," Clinton said in Bonn, where she was attending an international conference on Afghanistan.

"The Russian people, like people everywhere, deserve the right to have their voices heard and their votes counted. And that means they deserve free, fair, transparent elections and leaders who are accountable to them. And we believe that that's in the best interests of Russia and we're going to continue to speak out about it."

State Department spokesman Mark Toner said Moscow should fully investigate charges laid by monitors sent by the Organization for Security and Cooperation in Europe electoral watchdog branch.

"The OSCE obviously has a follow-up mechanism in place to look at these as we go forward to see how they are addressed. That's the proper venue for that process," Toner told a news briefing.

"We believe that questions were raised by credible independent observers, and should be answered by an investigation."

He said the United States had spent more than $9 million on financial support and technical training for civil society groups before the election and would keep supporting those working to ensure free, fair and transparent electoral processes.

The Obama administration has repeatedly praised the results of the so-called reset in Russia ties, saying it had won progress on issues ranging from cutting nuclear arms to pressuring Tehran on its nuclear program.

But plans by Putin, known for his anti-U.S. rhetoric, to return to the presidency have raised concerns and the two sides are at odds over U.S. plans to set up an anti-ballistic missile shield to defend Europe against potential threats from Iran.

The only real concern America has it that United Russia won the Election, because America does not want Vladimir Putin to become President of Russia, and protect Russia’s Natural Resources from Foreigners.

The Now Discredited Western Funded Golos Claimed that there were approximately 5,000 complaints of election law violations across the country involving United Russia.

We all know the Now Discredited Western Funded Golos Falsely Claimed, these things, because if were true, then United Russia would have received over 53 % of the Vote, because all of the Respected and Reliable Opinion Polls said that United Russia would receive 53 % of the Popular Vote.

The Fact that United Russia went from 64 % to approximately 49.5 % of the Vote, when everyone believed the Opinion Polls and everyone thought that United Russia would receive 53 % of the Vote, prove conclusively that there were no violations of election law from United Russia, as the Now Discredited Western Funded Golos Falsely Claimed.

Those People who work, know that to receive their Money they must do what their Employer wants, and this is the same with the Now Discredited Western Funded Golos.

It is a Fact that he who Pays the Piper calls the Tune, and if you really want to know what is secretly going on, then just follow the Money Trail.

People with average and above average intelligent, realize that I wrote is true, and I provided the approximate Election Result Figures that I found on the Internet at the time.

I do not work for any Government, but simply stated the Facts for which seems to have a dislike, and I cannot prove that you are a Secret CIA Agent, or a Foreign Paid Fifth Columnist, but you have all the necessary Traits.

These same People also Strongly Suspect that you are a Secret CIA Agent, because you could not provide any counterarguments, and so you resorted to what the CIA does, and that is to Lie and Slander as their pathetic method to deceive the Gullible.

The pot calling the Kettle black. The USA first-past-the-post electoral system is more flawed then the Russian/European system party list system.

The allegation have more to do with geo-US politics then it is to do with facts.

The results of Sundays Russian poll are consistent with published independent public opinion polls and exit polls. All within 1-2% of the official results.th3e overall outcome of the election would not have changed.

5000 paid protestors does not give dr4edance to the validity of their claims. They need to quantify and establish beyond doubt that any wrong doing or allegation of fraud would have substantially effected the overall result of the election. Thankfully elections are decided by ballots and rule of law not mob rule.

The 200 US presidential election was much more corrupt and flawed in its execution. the USA should open its electoral system to international scrutiny.

The United states needs to address the shortcoming of its own electoral system.

In comparison

Participation Rate: Russia 60-70% USA 40%-50%

Representation: Russia 95% USA 40%

Disenfranchised: Russia 5% USA 60%

Plurality: Russia multiple parties USA Two parties

Which state is more democratic?

The Russian Duma election results are in line with expectations, public opinion polls and independent exit polls. United Russia received 49% of the vote, the second highest party (The Communists Party) 19% public Opinion Polls have an error rate of 2.3% not 30%
