PRAGUE -- Neither Russia nor any other foreign power can be allowed to dictate that Ukraine stay out of the North Atlantic Treaty Organization, which would force the ex-Soviet state into neutrality to ensure its security, the Czech and Lithuanian foreign ministers said on Nov. 25.
