The authorities of the self-proclaimed Donetsk People's Republic (DPR) are ready to exchange hostages with Kyiv under the all-for-all principle, DPR Prime Minister Alexander Borodai said.

“We do not agree with the term hostages – we agree with the term
detainees, those captured or war prisoners. But we agree indeed that
such exchange is held as all-for-all. So that such exchange – whatever
you call these people – should be released,” Borodai said.

“We have taken the obligation on our part to compose such lists and
we expect that the other party will provide such lists as well,” he
said.

The leadership of the self-proclaimed Donetsk People’s Republic (DPR)
is willing to free the last group of four OSCE monitors within the next
few days, Borodai said.

The participants in multilateral negotiations in Donetsk on settling
the situation in the southeastern part of Ukraine talked about
“releasing the OSCE monitors: you probably know that four of the eight
[monitors] captured earlier were freed yesterday. Actually, four remain
in detention as of now,” Borodai said.

“We pledge to free the other four OSCE monitors in the near future, within the next few days,” he said.

The self-proclaimed Donetsk People’s Republic (DPR) and Luhansk
People’s republic (LPR) are ready to have Organization for Security and
Cooperation in Europe (OSCE) monitoring missions and to take all
measures necessary to ensure their safety,
Borodai said.

“We invite OSCE monitors – with the participation of Russia or
without Russia’s participation – OSCE mission in general as monitors at
checkpoints and all sites of the armed conflict,” Borodai said.

“On our part, we compose lists of these sites, which include those in
the DPR and LPR territories and those along the Russian border,”
Borodai said.

“We invite OSCE monitors there so that they can monitor whether
someone is moving across the border or not moving. We expect OSCE
monitors and, on our part, are ready assist in every way, so that this
mission is as safe as possible amid the battle actions held,” Borodai
said.
