The kremlin (AKA - MUSCOVY) written law states that Russian can REPLACE Ukrainian in UKRAINE when the # of "Russians" - is 10% in the vicinity.
In three letters conjunction "or" allows not accepting {USING} the official language {UKRAINIAN} not only for those in power, but also to all others. Experts .....
