Valeriy Bolotov, "people's governor" of Luhansk region, has put in place curfew and declared a state of emergency in Luhansk region.

“Curfew is introduced on the territory of Luhansk region between
11:00 p.m. and 6:00 a.m.,” Bolotov said in a report posted on the
Internet.

Bolotov said he expects all law enforcement officials who are not
residents of the Luhansk region to leave the territory of the region and
local defense and law enforcement officials to vow their allegiance to
the people of Luhansk region.

“We will not negotiate with the Kyiv authorities. All negotiations
and attempts to reach agreements with us are halted,” Bolotov said,
adding that he intends to “go on Kyiv,” not defend the region.
