New York Times: Ukraine’s best pitch might come from the sidelines

Ukraine plans to haunt this year's gathering of world leaders at the United Nations like the ghost of the organization's charter. Article 2 of the charter states that all member states will refrain from "the use of force against the territorial integrity or political independence of any state."
