"We can exact higher and higher costs and that's exactly what we're doing and we can bring diplomatic to bear," Obama said, but he ruled out any military conflict with Russia over its war against Ukraine and annexation of Crimea. "The separatists are Russian-financed, Russian-trained, their strategy comes from Russia, and they are supported by Russian troops," Obama said. He described Putin as a Soviet-style leader who is "looking backwards and not forwards."
