Ukraine said on Aug. 11 it had agreed to an international humanitarian mission led by the Red Cross that would bring relief to the besieged city of Luhansk in far-eastern Ukraine. Kyiv said the agreement was made with the International Red Cross Committee, along with Russia, the European Union and the United States.
