Ukrainian Premier Mykola Azarov has proposed to cancel tax fines for a transitional period of one year after the introduction of the tax code, focus on explanatory work concerning tax reforms, amend the document and urgently adopt it.

The proposals were presented at a cabinet meeting on Wednesday.

"We should cancel fines for a period of around one year and focus mainly on explanatory work," he said.

He said that state bodies and businessmen should become partners, as economic development as a whole would give a chance to improve business at each company and improve the life of each family.

"We have general goals – to restore the economy and provide for its development for the people’s welfare," he said.

In addition, Azarov said that amendments to the Tax Code should be approved as soon as possible and take into account the views of single taxpayers.

He said that there is no time to postpone reform.

"We have to provide incentives for economic development next year," he said.

"Tax reform is inevitable and it’s time to realize it," he said.

The premier said that the existing tax system is an obstacle to upgrading the economy and to its quick development, and that it creates conditions that allow the
shadow market to operate.
