You're reading: Cabinet expects to create state management system in area of safety at railway transport by middle of 2017

The Cabinet of Ministers of Ukraine has forecast that a state management system in the area of safety at railway transport will be created in line with the requirements of the European Union (EU) laws by July 2017.

This is stipulated in cabinet resolution No. 847 of Sept. 17, 2014, which approves a plan of measures on the implementation of the Association Agreement with the EU.

In addition, the document foresees some measures in the transport sector. In particular, it is planned to create infrastructure for confirming the compliance of the professional competence of drivers who provide passenger and cargo transportation service by road by 2017; to conduct studies and carry out measures to improve railway checkpoints on the border with EU countries with the purpose of bringing them into line with European standards by July 2015; and join the United Nations Convention on International Multimodal Transport of Goods by Dec. 2016.

The plan also foresees that draft concepts on the development of the National Transport Network of Ukraine for 2015-2025 and a program of its development will be drawn up; a draft law aimed at adapting Ukrainian laws on multimodal transport of goods to EU laws will be drawn up and submitted to the cabinet.

In 2014-2017, it is planned to support the introduction of Ukraine’s transport strategy for the period until 2020 with regard to the realization of such key directions as the development of transport infrastructure, the upgrade of rolling stock, the improvement of the investment climate, the provision of access to transport services and increasing their quality, the integration of the Ukrainian transport system with the European and international transport system and ensuring the safety of transport processes.

By late 2015 it is planned to draw up a national comprehensive plan on the development of logistics aimed at ensuring the development of the logistic center chain, optimize grain cargo transportation, in particular, with the help of internal water routes, improve the process of organization of freight transportation via the optimal use of available transport infrastructure; and facilitate international trade procedures during transportation, including the introduction of the single window-local solution technology.
