The Cabinet of Ministers of Ukraine has initiated the introduction of current accounts with a special payment system for energy consumed by companies supplying heat, except for natural gas, as well as payments on obligations to international financial institutions, whereas previously the introduction of special accounts was planned only for centralized water supply and drainage enterprises.

Governmental draft law No. 1538 of Dec. 22, developed by the Ministry of Regional Development, Construction, Housing and Utilities Services, has been posted on the government’s website.

“The purpose of the bill is to improve payments by centralized water supply and drainage enterprises for electricity consumed, as well as determining mechanisms for repayment of loans obtained from international financial organizations by both water supply and drainage enterprises, and heat supply companies,” reads an explanatory note to the document.

As reported, in late August 2014 ex-Vice Prime Minister Volodymyr Hroisman said the government had approved the introduction of special accounts for centralized water supply and drainage enterprises to pay for consumed energy, as well as payments on loans from international financial organizations.
