You're reading: Cabinet re-registers bills on special period in fuel and energy complex, on voluntary uniting of territorial communities

The Cabinet of Ministers on Nov. 28 re-registered draft law on the voluntary uniting of territorial communities and on the special period in the fuel and energy complex first submitted to the parliament of the previous convocation on June 13 and June 18, 2014 respectively.

 According to a posting on the parliament’s website, at present another six government’s bills have been re-registered.

Among them is the bill on animal by-products that cannot be consumed by humans, the bill on the Technopolis national project, the bill on principles of the regional policy, the bill on state aid to economic entities, the bill on facilitation of the provision of administrative services and the bill on the update of the state machinery.

In addition, bills prepared by lawmakers were also re-registered in the parliament.

The bill on the voluntary uniting of territorial communities, the bill on the principles of the state regional policy and the bill on the special period in the fuel and energy complex passed at first reading on July 4, 2014 got new registration numbers – Nos. 0915, 0908 and 0930 respectively.

The bill on the voluntary uniting of territorial communities aims at setting a procedure for uniting territorial communities of villages, settlements and towns, providing state support to the united territorial communities and creating the legal conditions and opportunities for this.

The bill on the special period in the fuel and energy complex establishes that all Ukrainian-extracted gas is to go only for the needs of households under a decision of the government and at the price set by the government if emergency situation is introduced by the government.

It is planned to toughen requirements to the disconnection of enterprises which do not pay for energy resources consumed in full. Heat supply enterprises could be restricted in gas deliveries lower than the technological minimum if they accumulate debts.

The bill implies that amendments to some laws will be made, according to which if the special period is introduced the enterprises of the power and gas and oil sector are to work in line with the law on the mobilization preparation and mobilization and the law on the functioning of the fuel and energy complex in the special period irrespective of the conditions of the agreements signed.
