You're reading: CEC head: By-elections to parliament in five constituencies to cost about Hr 20 million

The nomination of candidates for MPs at the by-elections in five single-member constituencies will start from October 16, and candidates for inclusion in the composition of district election commissions should be submitted to the Central Election Commission (CEC) by October 22, CEC Chairman Mykhailo Okhendovsky has said.

He said in an interview published in the Kommersant-Ukraine newspaper on Monday that methodical preparations for the elections had already finished.

Thus, he said, on the basis of a special law on repeat elections of people’s deputies of the Ukrainian parliament in single-member constituencies Nos. 94, 132, 194, 197, 223, the CEC announced the start of the election process on September 27. An analysis of documents received by the CEC last in accordance with the law on elections of people’s deputies was completed. The commission adopted all explanations that are necessary for the correct and uniform application of the provisions of both laws – general and special –by the future subjects of the electoral process.

In addition, the schedule of preparations for the elections was compiled and published on the official Web site of the CEC.

“The process itself, as well as the nomination of candidates for people’s deputies, will begin on October 16. Documents for their registration, as before, will be submitted to the CEC, and respective decisions will also be taken here. The process of forming district commissions will be simultaneously held – candidates in their composition should be submitted by October 22,” Okhendovsky said.

However, he said that the CEC does not currently have the money to prepare for and hold the elections.

“However, we have reason to hope that at the next plenary meeting of the Verkhovna Rada, which will take place on October 8, MPs will include in the agenda and adopt bill No. 3150, which envisages the introduction of amendments to the law on the state budget for 2013. This document contains all of the necessary funds for the commission this year – both on preparations for the elections and the development of the state register of voters,” Okhendovsky said.

According to calculations by the CEC, the elections in five constituencies will cost about Hr 20 million, or about Hr 4 million per constituency. The amounts vary depending on the number of polling stations and the number of members of election commissions who help organize, prepare for and hold the elections.

The repeat elections of people’s deputies of Ukraine in the five constituencies will be held on December 15.
