Ukraine's Higher Administrative Court on Jan.23 rejected a plaintiff's request to open a lawsuit on declaring unlawful the vote in the Verkhovna Rada on Jan.16, the court's press service has reported.

The court ruled “to reject the plaintiff’s request to open proceedings in the administrative case on his lawsuit to the Verkhovna Rada of Ukraine on declaring action and inaction as unlawful.” Furthermore, the court decided to leave the appeal against the Verkhovna Rada without further consideration.

The court also decided to leave the lawsuit claim to Verkhovna Rada without motion.

On January 16 the parliamentary majority passed a package of bills toughening responsibility for unauthorized actions, attacking and blockading state buildings and institutions, and attributing a foreign-agent status to nongovernmental organizations funded from abroad.

The laws sparked a negative response among Ukrainian opposition and led to fierce clashes between its radical activists and police in central Kyiv starting from January 19.

On January 23 the court decided in the case over the lawsuit filed by citizen N against Verkhovna Rada, asking the court to recognize its actions and inaction as illegal and to compel it to commit certain actions (the case regarding the appeal against a number of bills passed by the parliament on January 16), according to the information.
