MOSCOW - The self-proclaimed Donetsk People's Republic and Luhansk People's Republic are proposing a law under which local elections in eastern Ukraine would solely be based on the single-winner principle, the head of the Donetsk People's Republic legislature, Andriy Purhin, said on May 25.

“The participation of any parties or public associations in local elections is out of the question,” Purhin told Interfax. He described the single-winner principle as “the principle of direct democracy.”

He said the bill had been sent to Kyiv but that no response had come yet.
