BRUSSELS - The European Union has said that Russia is responsible for the implementation of the Minsk agreements on the settlement of the situation in Ukraine.
“The [EU] Council expects the parties’ full engagement and swift implementation of all other commitments under the Minsk documents. The Council underlines the Russian Federation’s responsibility in this context,” reads a statement released after a meeting of the EU Foreign Affairs Council on Oct. 20.
