The European Commission is not commenting on the possibility of the introduction of a state of emergency in Ukraine.

“We cannot discuss the scenarios mentioned by you,” Maja Kocijancic,
Spokesperson to EU High Representative for Foreign Affairs and Security
Policy and Vice President of the European Commission Catherine Ashton,
told the press.

Kocijancic said again that the EU supports the key principles of the freedom of assembly and speech as well as human rights.

“Protests have to be peaceful, violence is absolutely unacceptable.
We are calling on all sides to settle controversies in a peaceful manner
and openly discuss the issues in order to find a peaceful solution,”
she said.
