You're reading: European anti-torture committee published report on Ukraine

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published a report on the results of its visit to Ukraine, and the Ukrainian government, in turn, published a report on anti-torture measures taken by it, Ukrainian Justice Minister Oleksandr Lavrynovych has said. 

The minister said that, according to a special procedure, in October 2012 the Cabinet of Ministers of Ukraine issued permission to publish the CPT’s and Ukraine’s reports.

The European Committee for the Prevention of Torture visited Ukraine on November 29 through Dec. 6, 2011. The visit was held under the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. Ukraine ratified the document on Jan. 24, 1997.

During the visit, the committee’s delegation assessed the living conditions of prisoners and Ukrainian law enforcers’ attitude to them. Special attention during the check was paid to medical services provided to certain detainees of a Kyiv-based detention facility, particularly former Ukrainian Premier Yulia Tymoshenko, former Ukrainian Interior Minister Yuriy Lutsenko, and former Ukrainian Acting Defense Minister Valeriy Ivaschenko.

The committee drew up a report containing a number of recommendations and requests for certain information.

The Ukrainian government has provided necessary information and reported to the CPT on measures taken to correct the mistakes pointed out by the committee.
