From January 1, 2013 the size of minimum wage and pensions have been increased in Ukraine, the information and public relations department of the secretariat of the Cabinet of Ministers of Ukraine.

According to the law on the national budget for 2013, the minimum wage from January 1, 2013 is Hr 1,147, while as of December 1, 2012 it totaled Hr 1,134.

From January 1, 2013, all types of pensions have been increased in Ukraine. Since early 2013, the subsistence wage for total disabled people will come to Hr 894.

From January 1, 2013, pensions to non-working pensioners, which include additional payment to the minimum contributory retirement pension, extra payments to pensions for extra working beyond the limit the length of service calculated taking into account the size of the subsistence wage, are increased.

Additional benefits, bonuses, additional pensions and other payments, which size is calculated, taking into account the size of the subsistence wage (extra bonuses to pensions of war veterans, children born in time of war, victims of Nazi invaders, additional pensions to Chornobyl clean-up workers, state social aid for nursing, bonuses to pensions of donors) also grew.

The pensions calculated under the law on pensions paid to military dismissed from service and some other persons are increased (the minimum pension paid under the law is set depending on the category of persons at 100-130% of the subsistence wage defined for totally disabled persons and it amounts to Hr 1,162.20 from January 1, 2013).

In addition, pensions for merits also have grown (under the law on pensions for merits to Ukraine the pensions for merits are set at 20-40% of the subsistence wage defined for totally disabled persons – from January 1, 2013 they amount to Hr 178.80-357.60).

Minimum pensions also climbed (not taking into account bonuses, additional pensions), which are calculated, taking into account the subsistence wage defined for totally disabled persons, for Chornobyl clean-up workers: from January 1, 2013 they will amount to Hr 1,609.20 for the first group of persons with disabilities, Hr 1,430.40 for the second group of persons with disabilities, Hr 1,296.30 for the third group of persons with disabilities, and for other persons with disabilities proved in connection with Chornobyl disaster the pensions will total Hr 1,341 for the first group of persons with disabilities, Hr 1,117.50 for the second group of persons with disabilities and Hr 983.40 for the third group of persons with disabilities.

The size of the smallest pension to war disabled persons and disabled Chornobyl clean-up workers, persons with disabilities proved in connection with Chornobyl disaster (the smallest pension, not taking into account the pension for merits to Ukraine), which is calculated as 285%, 255% and 225% the subsistence wage defined for totally disabled persons of the first, second and third groups respectively. From January 1, 2013 it will amount to 2,547.90 for the first group of persons with disabilities, Hr 2,279.70 for the second group of persons with disabilities and Hr 2,011.50 for the third group of persons with disabilities.

Monthly payments to pensions paid to non-working pensioners who retired due to the closure of the Chornobyl nuclear power plant, if they worked at the plant for at least five years, amount to 25% of the subsistence wage defined for totally disabled persons defined for the certain year. The monthly payment is increased by 5% for each next full year of work at the plant. The upper limit of the monthly payment cannot exceed the said subsistence wage. Thus, from January 1, 2013 the payments will total Hr 223.50-894.

The minimum contributory retirement pensions, disability pensions and survivors pensions have grown: no less than the subsistence wage defined for totally disabled persons for contributory retirement pensions, disability pensions and survivors pensions per dependant – from January 1, 2013 it totals Hr 894; and the minimum survivors pension with two dependants amounts to 120% of the said subsistence wage – Hr 1,072.80; that with three dependants – 150%, Hr 1,341.

The minimum pension of non-working miners, to whom the law on the increase of prestigiousness of miners’ labor applies, also grew. It totals three subsistence wages and from January 1, 2013 it amounts to Hr 2,682.

If the monthly size of pension payments or state social aid does not reach the subsistence wage set in Ukrainian law for totally disabled persons, they receive monthly state aid in the sum, which is not enough to equal to the subsistence wage, irrespective of the fact if pensioners work or not.

The press service said that the said payments are recalculated under materials of pension cases.

As reported, the national budget for 2013 sets the subsistence wage per person a month at Hr 1,108 from January 1, 2013 and Hr 1,176 from December 1, 2013. 

The minimum wage from December 1, 2012 is set at Hr 1,134.
