The National Depository was created by the National Commission for Securities and the Stock Market and the National Bank of Ukraine.

At an April 20 meeting of the Coordinating Committee for Combating Organized Crime and Corruption, President Leonid Kuchma criticized the National Depository's activities, particularly the expenditures made by its council.
