The Cabinet of Ministers of Ukraine has presented a concept for deregulation - the reform of regulatory policy - with a program of specific measures for implementation, which will significantly simplify doing business and reduce the costs of entrepreneurs, as well as significantly increase Ukraine's position in the Doing Business ranking.

According to the department of information and public relations of
the secretariat of the Cabinet of Ministers, as part of the declared
priorities of Ukraine’s economic development, a group of advisers
schematized all previous experience in deregulation, analyzed “pain
points” for businesses in the key industries. Based on the analysis,
they generated and selected priority deregulation initiatives under the
criteria of economic benefit and ease of execution.

“It is expected that the total economic effect of the strategy
implementation will be about Hr 300 billion by 2020. Thus, the
introduction of only 14 priority initiatives will lead to the
elimination of corruption flows of Hr 8-9 billion per year,” reads the
report.

The concept consisting of 1,000 deregulation initiatives in general
economic dimension concerns abolishing licenses, permits, regulations,
certifications, reducing the number of inspections, and even eliminating
entire departments and government regulators.
