The Committee of Voters of Ukraine (CVU) has concluded that it is impossible to organize the election process which would meet international standards in most constituencies in Luhansk and Donetsk regions.

“As of Oct. 3, 2014, it is completely impossible to hold elections in ten constituencies in Donetsk region. It still may be possible to hold elections in eleven districts. However, voting at all the polling stations can be ensured only in eight districts,” the committee said in a press release available to Interfax-Ukraine.

According to the press release, it will be impossible to hold elections in six districts in Luhansk region, only 30 percent to 50 percent of the population will be able to vote in another two districts, only constituency No. 106 is completely controlled by Ukraine.

“Thus, it would be impossible to hold the elections in 16 to 18 or even more (the worst case scenario) districts,” the committee said.

At the same time, local government and self-government agencies cannot organize proper preparation for the elections due to hostilities.

The agencies of the state registry of voters are working with interruptions, while the composition of district election commissions changes often, the CVU said.
