BRUSSELS - The International Committee of the Red Cross (ICRC) has expressed its willingness to take part in the distribution of humanitarian aid among residents of the city of Luhansk in east Ukraine, the organization said in a press release on Aug. 21.

“The organization is therefore ready to deliver the aid to Luhansk, provided both Russia and Ukraine agree on the strictly humanitarian nature of this convoy and provided assurances of safe passage are respected by the conflict parties,” the statement said.

The ICRC added that under international humanitarian law, the parties to the conflict in Ukraine “must respect and protect humanitarian relief personnel,” and in particular, the ICRC staff.

Earlier Moscow welcomed the agreement to deliver the Russian humanitarian aid to east Ukraine and warned against provocations aimed at disrupting the initiative.
