A dead man found in the river of Torets near the village of Raihorodok in the Donetsk region of Ukraine on April 19 has been identified as Volodymyr Rybak, a member of the Horlivka Town Council of the Batkivschyna Party, the Ukrainian Interior Ministry reported.

“The body of one of the two dead men has been identified today. It is
Horlivka Town Council member Volodymyr Rybak of the Batkivschyna Party.
The deaths of both men were caused by combined body injuries resulting
from torture and their further drowning while they were still alive but
unconscious,” it said.

The investigation tends to believe that the separatists who have
seized the Ukrainian Security Service headquarters in Sloviansk are
responsible for torturing and killing Rybak and the other victim, it
said.
