The matter of severing diplomatic relations between Ukraine and Russia is decided not at the level of the foreign ministries but at the level of the top leadership of the state, and entails certain consequences, Deputy Foreign Minister of Ukraine Danylo Lubkivsky has said.

“A decision to break diplomatic relations is taken not by the
Ministry of Foreign Affairs, but by the highest leadership of the
state…. it’s a matter of the highest level,” he said at a briefing in
Kyiv on July 9, answering a question from journalists.

Different considerations are taken into account when making a
decision on this matter, including the large number of Ukrainian
citizens living in Russia, he said.

“The rupture of diplomatic relations has certain consular and other consequences,” the diplomat said.
