Hennadiy Moskal, who was appointed head of Luhansk Regional State Administration on Thursday, Sep. 18, said he intends to create a real administration and determine the territories controlled by the Ukrainian authorities.

“Our first task is to create the regional state administration, which now exists on paper in Svatove, and move it at least to Severodonetsk. The second task is to clearly decide what we control and what we don’t control. That is, what areas are controlled by the lawfully elected administration and what is controlled by the Luhansk People’s Republic,” Moskal said in a commentary given to ZN.UA.

Moskal believes he also sees preparations for the winter as a serious issue.

“We need to decide which mines are working, if it is possible to get coal to thermal electric power plants, what the situation with gas is, if it is possible for thermal electric power plants to go over to alternative fuel, etc. Simultaneously, we will look into the situation with pensions, wages, and social benefits. We will see what production can be launched so that people can work and get money” he said.

Moskal said he plans to visit the entire territory he is responsible for in the near future and determine how the local administrations are working, including where they were during pseudo-referendums.

“And, of course, the people’s mood. If fifty percent gravitate towards Ukraine, it’s good. And if not, we need to think how these tendencies can be changed. Donbas has never loved the central administration, but now we have reached a critical point where we need to correct the situation. This needs to be done therapeutically, using soft methods,” Moskal said.
