The situation in Luhansk has remained unchanged for twenty days: the city is without light and communications and the attacks continue, the press service for the city council reported on Aug. 22.

Shells have caused new destruction to the city’s infrastructure, the report says.

“According to Luhansk residents, the Avangard stadium was attacked in the past 24 hours. Its territory was seriously damaged,” the report says.

The Luhansk City Council said food, medication and fuel have not been supplied to the city for a long time and city residents are not being paid their wages, social benefits and pensions.
