As of 10 a.m. on Sunday, Aug. 10 the situation in Luhansk remained unchanged - the regional capital has no power or water supplies for the eighth day, neither landline nor mobile communications operate, the press service of the Luhansk City Council reports.

“Local residents report that the shelling of the city continues. Most
of the stores are still closed. However, bread is baked even in
condition of absence of power supplies… Only several pharmacies
operate,” the report says.

It also notes that Luhansk has run out of fuel stores. Banks are
closed; therefore, local residents are not receiving pensions, wages or
social benefits.
