Ukraine's National Security and Defense Council (NSDC) has said that OSCE data about the movement of armed men through the Ukrainian-Russian border show that Russia still intends to support illegal armed groups in Donbas.
“Reports by OSCE representatives about the movement of armed men across the border indicate that Russia has not given up its attempts to support terrorist organizations,” NSDC information and analytical center spokesman Andriy Lysenko said at a briefing in Kyiv on Thursday, Oct. 23.
