You're reading: Minister of Cabinet of Ministers outlines key directions of reforms until 2016

A plan on the recovery of Ukraine for 2014-2016 will include the removal of corruption, provision with the fair court system, rehabilitation of the economy and provision for unity of the state and the restoration of peace in the east.

The press service of the government has reported that Minister of the
Cabinet of Ministers Ostap Semerak gave the information on Saturday, July 19 in
Kyiv.

He said that the government plans to minimize interference in the
economy and create transparent and equal rules for everyone on the
market.

“The decisive factor of development should be education, the
healthcare and medical provision reform. Social protection is to apply
only to poor families. For all other categories are market conditions,
without benefits and preferences,” he said.

The minister also said that the main enemies today are corrupt
officials who do not want changes and are trying to retain old schemes.

“This is post-Soviet red tape, which hinders procedures and gets used
to imitate work and not to work. This is imperfect, often out-of-date
and unprofessional, law. This is a part of the parliament, which often
openly plays the role of a fifth column, which does not understand the
new times. These are critics in theory, who are not able to offer their
own plan, but they are always ready to tilt at someone else’s plan.
Finally, our main enemy is the absence of compete unity of power,
experts and society in the issue of restoring the new Ukraine,” he said.
