New York - Russia's permanent envoy to the United Nations on Sept. 19 suggested instituting an office of special representative of the UN secretary-general for the investigation of the crash in eastern Ukraine of Malaysian Airlines MH17. 

“It is important to consider instituting the post of special representative of the secretary-general for this purpose and sending, in collaboration with the Organization for Security and Cooperation in Europe, of a special mission to the site of the crash,” Vitaly Churkin said at the United Nations.
