The Kyiv authorities' decision to re-launch a military operation in the city of Sloviansk is a serious violation of the April 17 Geneva agreements, Russia's envoy to the Organization for Security and Cooperation in Europe (OSCE), Andrei Kelin, said.

“It is a grave violation of the Geneva agreement, the first point of
which calls on all sides to refrain from any violence, intimidation and
provocative acts,” Kelin told Interfax by phone from Vienna.

“The events that are taking place at the moment, the steps Kyiv is
taking now by sending a contingent there, which is entering the center
of Sloviansk right now, are actions that grossly violate the Geneva
agreements,” he said.
