 The Ministry of Social Policy has failed to introduce a unified system for social funds management, for which the International Bank for Reconstruction and Development (IBRD) issued a loan of $100 million, Minister of Social Policy Natalia Korolevska has said in an interview with ZN.UA.

She said that the ministry began to use credit facilities in 2005, and by November 2012 the money was completely spent, but the system has not been introduced.

“After coming to the post of minister, I immediately became interested in the project. Indeed, its goal was to create a modern management system in the Social Policy Ministry. The World Bank financed it with $100 million. The ministry used that $100 million before January 1, 2013 (in fact, in November 2012). I ask where is that magic button that you can click and get all the information you need? They told me everything is fine, the system is fine, but the button has not been found,” she said.

“I wanted to see this spacecraft, which could be built for this money – with the new Google, Facebook and everything you can imagine in modern technologies. But I was told that most funds were spent on the renovation of premises, furniture and air conditioning. This was also included in the project budget. Seemingly, the logic is correct. However, the system does not work! I always support the idea that first you need to build a system to perform basic functions and then do repairs. In this case, first repairs were made, and yet the system itself has not been launched,” Korolevska said.
