The national agency for preparations and holding the finals of Euro 2012 and the implementation of infrastructure projects (National Agency for Euro 2012) has said that the cost of the construction of stadiums and airports for Euro 2012 was growing as initially the figure did not take into account many nuances and peculiarities and it is unlikely to grow in the future.

The head of the department for infrastructure development at the National Agency for Euro 2012, Oleh Lysiuk, said in an interview with the Dzerkalo Tyzhnia Ukraine newspaper that the original versions of these projects were supervised by local authorities and were made to quickly start construction as at that moment time pressed. As a result, the projects did not consider all of the requirements of UEFA.

Therefore in March 2010, the agency was organized, "people with experience and understanding of the processes came, and after analyzing the projects it was decided to revise them."

"Many systems at stadiums were not taken into account, in particular, media content, communications and so on. The modern requirement for elite class stadiums was Wi-Fi in any place for any operator. The same concerns catering and all the rest," said Lysiuk.
