Ukraine's National Security and Defense Council (NSDC) has said that it cannot keep a record of civilian casualties on the militant-occupied territory in Donbas.

NSDC spokesman Andriy Lysenko said this at a briefing in Kyiv on Wednesday, when commenting on the number of civilian casualties.

“We cannot keep a count of victims among those who are on the territory occupied by terrorists. It is practically impossible,” he said.
