The new version of Ukraine's military doctrine, the state program for the development of the Ukrainian Armed Forces, armaments and military equipment, as well as other defense-planning documents, are to be developed by December 2015, taking into account the European integration priority of Ukraine's foreign policy.

This is one of the 488 points in the plan of measures for the
implementation of the Association Agreement between the EU and Ukraine
dated Sept. 17, which was posted on government’s Web site on Sept. 19.

The Defense Ministry, Interior Ministry, Economic Development
Ministry, Justice Ministry, central executive power agencies and
Ukroboronprom state concern are tasked with the development of the
corresponding documents.

As reported, on Sept. 3, Ukrainian Prime Minister Arseniy
Yatseniuk said: “Ukraine needs a new defense doctrine clearly
determining who the aggressor is and who is a threat. The new defense
doctrine should designate Russia as an aggressor state and the principal
and only country that threatens Ukraine’s territorial integrity and
national security “.
