Actions on the seizure of administrative buildings in a number of Ukrainian cities were carefully orchestrated, U.S. Assistant Secretary of State for European and Eurasian Affairs Victoria Nuland has said.

“The evidence is overwhelming that this was a very carefully
orchestrated, well-planned, well-targeted, well-coordinated effort to
take over buildings in four cities within the same 24-hour period,”
Nuland said, speaking at a hearing of the Commission on Security and
Cooperation in Europe on Wednesday.

When asked by a senator to comment on the possible involvement of
Russian representatives in the seizure of government buildings, in
particular, in Luhansk, Kharkiv and Donetsk, Nuland said that there were
a lot of reports on social networking sites and in open sources
directly pointing to the participation in the takeover of buildings of
people who are not residents of cities and Ukraine.
