Dnipropetrovsk - The Secretary General of the Organization for Security and Co-operation in Europe (OSCE), Lamberto Zannier, has said it is impossible to establish whether Donbas militants are Russian soldiers.
Speaking at a press conference in Dnipropetrovsk on Feb. 12, he said that although the OSCE repeatedly claimed seeing Russian militants and Russian weapons, it nevertheless cannot say (nor the militants would tell) which unit they are from and whether they represent regular troops. He also recalled that the OSCE is an unarmed civilian mission so it has certain limitations for safety reasons. There are places in Donetsk and Luhansk Oblast, which are inaccessible to the observers, which is why observers could not possibly know everything – there are places where they cannot see everything with their own eyes, Zannier said.
