Moscow - Observers from the Organization for Security and Co-operation in Europe (OSCE) has recorded massive devastation and other signs of a humanitarian disaster in the city of Debaltseve, its spokeswoman Iryna Hudyma said.

“According to our observers, there is not one house left intact in Debaltseve, people are without heat and power supplies and no possibility to buy food and drinking water,” she said, according to the Donetsk news agency.

The sounds of artillery from both sides are still audible in the Debaltseve area, the OSCE spokersperson said. “Yesterday our staff were able to visit the city. Today we canceled our trip there because the DPR (Donetsk People’s Republic) defense ministry said it is unsafe for our observers,” she said.
