The Organization for Security and Cooperation in Europe Special Monitoring Mission to Ukraine (OSCE SMM) has verified that all weapons previously recorded as present were still on site in Luhansk Oblast.
“Despite claims that the withdrawal of heavy weapons was completed, the SMM continued to observe the presence of heavy weapons inside the exclusion zone. In Luhansk People’s Republic-controlled areas the SMM observed the same heavy weapons present as the days before,” the mission said in a spot report for April 22.
