The ministerial troika of the Organization for Security and Co-operation in Europe (OSCE), consisting of the OSCE Chairperson-in-office and Serbian Foreign Minister Ivica Dacic, German Foreign Minister Frank-Walter Steinmeier and Swiss Foreign Minister Didier Burkhalter met in Belgrade on April 28 to discuss the various aspects in and around Ukraine, including compliance with the ceasefire in Donbas.

The meeting was also attended by the Organization’s Secretary General Lamberto Zannier, an OSCE spokesperson said.

The ministers urged all parties to the Ukrainian conflict to observe truce fully and unconditionally, to cease hostilities and abide by all provisions of the Minsk agreements, including the removal of heavy weaponry.

They expressed serious concern over the increase in ceasefire violations, especially in Shyrokyne and around Donetsk airport, the spokesperson said.

The ministers stressed that the resumption of hostilities and the buildup of heavy weapons, which were reported by the Special Monitoring Mission (SMM), were a violation of the Set of Measures to implement the February 12 Minsk agreements, and urged all signatories to the Minsk agreements to respect their existing obligations, the OSCE spokesperson said.

The ministers met previously in Munich in early February. After the meeting they issued a statement on the situation in southeastern Ukraine.
