The Ukrainian Constitution of 1996 serves as a stabilizing factor in the development of an independent Ukrainian state, according to Professor at the National University of Kyiv-Mohyla Academy Viktor Musiyaka, one of the authors of the country's fundamental law.

"The Constitution of 1996, in its first version, has served as a stabilizing factor for the last 15 years, in these difficult times," he said in an interview with the Interfax-Ukraine news agency.

However, he said that the political elite in Ukraine, "unfortunately, did not and does not have any decent and proper respect for the constitution, and it is not unconditionally observed by those who come to power."

"The level of civilization of our elite is much lower than the level of the tasks that are actually outlined in the constitution for the authorities and the state. This discrepancy between the level of the political and legal consciousness of the elite and the deep content of this document is a very strong irritant in all processes that are taking place in our state," Musiyaka said.
