"Over one fouth". Is this a case of a journalist trying out their English. Normaly you would say over 25% or 26% ... or you might say over a quarter of respondents but you would not normally say over one fourth...
Is not common to use numerals in a headline. It is awkward. In the body of the story the writer used numerals where appropriate.
You must have a lot of time on your hands.

How bout: "...OVER A QUARTER..."
Ukraine has an excellent flag, appropriate and to the point - cyan sky over a golden wheat field, perfectly
encapsulating what Ukraine is renowned for - grain growing. Though sometimes it seems that royal blue
is used instead of cyan - a Russian way of mocking Ukraine perhaps.
Royal blue over yellow is more appropriate. It represents the Ukraine's status on the bottom of the ocean.
You mean next to the Russian Navy?
Personally, and with all due respect to people who feel different - I prefer the old style Yellow over Blue flag.
And the army flag is horrible. Raspberry pink? Even if it was the preferred color of the Cossacks, it just reminds me of barbie dolls and bunnies.
