You're reading: Popov: Adopted national budget for 2013 contains hidden deficit of Kyiv budget

The draft national budget of Ukraine for 2013 adopted by the parliament does not meet the interests of the Kyiv residents and financially does not guarantee the provision of Kyiv's normal life, Head of Kyiv City State Administration Oleksandr Popov has said.

“The hidden deficit of Kyiv’s budget planned by the government makes
it possible to regularly pay wages to budget sector employees. However,
funds for municipal aid to disabled people and pensioners, as well as
bonuses for teachers, doctors and other social workers are not foreseen.
Underfunding might lead to disruptions in the work of public transport,
the housing and utilities sector and other spheres of life in the
capital,” reads a press release, with reference to Popov.

He said that the local authorities have been excluded from the
process of discussing the basic parameters and indicators of the
financial provision of Kyiv’s activities.

“Therefore I apply to the trade unions and the newly elected MPs,
asking that they unite to protect the interests of Kyiv’s residents.
Today we need to work out joint actions to offer the new government ways
for resolving problems in the financial provision of Kyiv’s life, and
the operations of other local communities of Ukraine,” Popov said.
