Ukrainian President Petro Poroshenko has ordered that by August 15 the Cabinet of Ministers and other government agencies take urgent measures for the conversion of radio frequencies to implement the ІМТ-2000 (UMTS) (3G) system of mobile communications in Ukraine.

The corresponding decision was formalized by president’s decree No.
613 dated July 23, which has been posted on the website of the head of
state.

According to the document, Poroshenko ordered that Defense Ministry,
State Service for Special Communication and Information Protection of
Ukraine, General Staff of Ukraine and other state agencies take the
necessary measures for the conversion.

National Commission for the State Regulation of Communications and
Informatization (NCCIR) was tasked to invite corresponding tenders and
issue communication licenses for the 3G by October 30.

As reported, a working group dealing with the issue of implementing
new technologies of mobile communications was created at the beginning
of March 2014.

For more than 5 years, the issue of implementation of communication
technologies of the third and fourth generations on Ukrainian mobile
communications market has been in limbo.
