Ukraine's President Petro Poroshenko has said that while the Ukrainian army is not planning to launch an offensive in Donbas, he will propose a martial law bill in the event of a hostile attack.

“The Armed Forces of Ukraine and I, as the Supreme Commander-in-chief of the Armed Forces, are giving clear assurances to strictly adhere to the Minsk agreements. We will not launch an offensive,” he said in an interview with the Ukraina television on April 24, having appealed in Russian to residents of the Donbas areas that are not controlled by the central government.

“If Ukrainian troops are attacked, we will be able to do all in our power to ensure their protection. Martial law will be introduced immediately. I will propose to parliament the relevant bill and the country will very quickly go on the military rails,” Poroshenko said.
