The Verkhovna Rada of Ukraine has allowed until January 1, 2015 to transfer state and municipal land plots to the ownership or use of individuals and legal entities for urban development needs, as well as change the purpose of land in the absence of a zoning plan or a detailed plan of the territory.

Some 273 MPs voted for the adoption at second reading and as a whole
of bill No. 2363-1 on amending the final provisions of the law of
Ukraine on the regulation of urban planning activities (regarding the
delay of the ban on land allocation), registered in the parliament on
February 22, 2013.

The Cabinet of Ministers should foresee in the national budget for
2014 funds for the development of zoning plans and detailed plans of the
territories, as well as develop and approve the mechanism of their
funding.

If signed, the law will come into force next day after its publication in the press.
